Civil war erupted in the Dominican Republic in 1965, and to protect American civilians the United States landed 12,000 troops. These were joined by 1,700 soldiers from six Latin American countries, under the auspices of the Organization of American States (OAS), and together they formed the Inter-American Peace Force. At the urging of the UN Security Council, the Secretary General sent a representative, José Mayobne of Venzuela, to the Dominican Republic to report on the matter.
