Officer personnel data is provided by a coding system based on the officer structure and its associated specifications. Most major personnel data is stored by computer in the Personnel Master File (PMF) at NDHQ. From this control data source reports are generated such as the Resource Management Report (REMAR) used by the manpower distribution directorate at NDHQ and by field units to fill establishment positions; the Career Management Report (CREMAR) for career managers to determine career progression and employment; and the Record of Service (form CF 490) which summarizes all personnel data pertaining to an individual officer (but not miscellaneous qualifications) (501.2b). 1, record 6, English, - personnel%20data

Qualitative control of the officer structure is accomplished by NDHQ control of the development, production, and modification of officer specifications. The qualitative control exercised is essentially one of validation of the appropriate level of skill and knowledge required to satisfy job requirements as well as validation of which classifications should perform which jobs. The quantitative control is exercised essentially by matching the personnel strength to the establishment requirements within financial and rank ceiling constraints.

This structure is essentially a grouping of officer occupations called classifications wherein officers have been classified according to their special expertise to perform specific military jobs. Identification of the numerical requirement for officers by rank and classification is based upon the approved establishment from which the resulting officer classification list becomes the framework within which officers are employed.
