En Europe, le consortium Eurosam créé en 1989 par Aerospatiale, Alenia et Thomson-CSF développe une famille modulaire de missiles sol/surface-air désignée FSAF qui fait appel aux technologies les plus modernes. Ce programme, qui vise à remplacer les Hawk, Masurca et Tartar est pour l'instant purement franco-italien mais il est à prévoir que d’autres pays s’y rallieront en tout ou partie.
