The ICBL was launched in October 1992 by a group of six non-governmental organizations: Handicap International, Human Rights Watch, Medico International, Mines Advisory Group, Physicians for Human Rights and Vietnam Veterans of America Foundation. These founding organizations witnessed the horrendous effect of mines on the communities they were working with in Africa, Asia, the Middle East and Latin America and saw how mines hampered and even prevented their development efforts in these countries. The International Campaign to Ban Landmines (ICBL) is a global network in over 70 countries that works for a world free of antipersonnel landmines and cluster munitions, where landmine and cluster munition survivors can lead fulfilling lives. The Campaign was awarded the Nobel Peace Prize in recognition of its efforts to bring about the 1997 Mine Ban Treaty. Since then, we have been advocating for the words of the treaty to become a reality, demonstrating on a daily basis that civil society has the power to change the world. As a member of the Cluster Munition Coalition, the ICBL is engaged in the global effort to ban cluster munitions and to address their humanitarian impact. In December 2006, the ICBL decided to engage extensively in the global effort to prohibit cluster munitions. This marked the first time that the ICBL had become significantly engaged on an issue other than antipersonnel mines. The main reasons for the ICBL's decision were that cluster munitions inevitably end up leaving behind large numbers of unexploded 'duds' which behave essentially like antipersonnel mines; that many ICBL members had been already working extensively on cluster munitions; and that international efforts to achieve a global ban on cluster munitions were at a crucial point, a point where the ICBL could have a meaningful impact. 1, record 8, English, - International%20Campaign%20to%20Ban%20Landmines

Project Management Practice Standard - Section 3.3.5 - Concept Design: in some instances, where projects are small or consist of engineered works (where preliminary studies have already been done), this sub-phase may be combined with 3.3.6 Design Development. However, where the project is large, complex or unique the Project Team may decide that it is more efficient and economical to discuss the merits of various design options, while the design is still in conceptual form. In the latter case, the objective of this sub-phase is to conceptually define the design concept and the class C cost estimate, and then to gain client and RPS approval prior to instructing the designers to develop a more refined design. Although the consultant and client may communicate directly, the Project Manager must manage the communication flow to control project commitments and to ensure that there is full understanding by both parties. This involves helping the client to analyze and to evaluate the consultant's enquiries, and then responding to the consultant in technical terms which satisfy specific design conditions. Once the consultant has fulfilled the requirement for submissions as specified in the Project Brief, and the client, the project team, the regulatory authorities and the RPS design authorities have accepted the final concept, the Project Manager ensures adequate documentation of these positions in a Conceptual Design Report. This report is formally signed off by all Project Team members. Thus, this sub-phase is completed when the Project Manager is convinced that the consultant has adequately addressed the needs of the client/owner within acceptable time, cost and quality parameters. A term used to describe speech that is indirect and delayed in reaching the point because of unnecessary, tedious details and parenthetical remarks. Circumstantial replies or statements may be prolonged for many minutes if the speaker is not interrupted and urged to get to the point. Interviewers often respond to circumstantiality by interrupting the speaker in order to complete the process of history taking within an allotted time. This may make it difficult to distinguish loosening of associations from circumstantiality. In the former there is a lack of connection between clauses, but in the latter the clauses always retain a meaningful connection.
