L’emploi de ces termes diffère [selon] les régions du Canada. Au Québec, par exemple, on parle de «règlements municipaux», le mot «arrêté» étant réservé à l’expression «arrêté ministériel». Par contre, au Nouveau-Brunswick, «arrêté» a été consacré comme traduction de l’anglais «by-law» uniquement en ce qui concerne les municipalités («arrêté municipal»). Le terme «règlement administratif» est employé au Nouveau-Brunswick [comme équivalent de] «by-law» [lorsqu’il s’agit] d’une corporation ou d’une association[,] et les seuls «règlements» sont ceux qui font partie des lois provinciales (souvent précisant les modalités d’application des lois). En France, un conseil municipal prend des délibérations, et un «arrêté municipal» est un des pouvoirs réglementaires comportant la police municipale qui est dévolu au maire sans que le conseil municipal y délibère. La notion de corporation a une extension moins vaste que celle de personne morale; en effet, la société en nom collectif et la société en commandite, qui sont reconnues à certaines fins par la jurisprudence comme des personnes morales, ne sont pas des corporations. Cependant, ces deux notions, provenant, la première du droit anglais, la seconde du droit français, font double emploi, dans la mesure où elles servent à regrouper, chacune dans le système d’où elles proviennent, les sujets de droit autres que les personnes physiques.
