How optochemistry works. ... A patient would first swallow a pill that contains a light-activated molecule—a cage—that attaches to a neurotransmitter, which regulates a neuron’s activity. After the pill’s content reached the brain, a pulse of light from an endoscope, or one delivered from outside the skull, would detach the neurotransmitter, which would go on to bind to and open a channel on the cell membrane that lets ions enter. The ions would then trigger the firing of the neuron, sending an electrical impulse traveling into the cell. 1, record 3, English, - optochemistry

1, record 3, French, - optochimie

Financing of local government roads is intrinsically linked to fiscal decentralization. The financial situation of local governments with regards to their roads is not much different from that which plagues many main roads agencies in most developing countries, just worse. There is total dependence on central government transfers for maintenance funds and on donors for capital works. Current transfer mechanisms do not encourage local resource mobilization and cost-sharing. While the lack of local resource mobilization to stretch recurrent allocations is a cross-sectoral issue of fiscal decentralization, it is fair to say that the new generation road fund has opened up a window of opportunity for financing of both local government roads and community roads which was previously not there. 2, record 6, English, - local%20resource%20mobilization

2, record 6, French, - mobilisation%20des%20ressources%20locales

A casing is a fabric "tunnel" made to enclose elastic or a drawstring. When the elastic or drawstring is drawn in, the effect is similar to that of a conventional waistline joining or waistband, but far easier to construct. Waistline casings are practical because they can be adjusted easily to changes in waist measurement - merely tighten or loosen the drawstring or elastic. Replacement of drawstring or elastic is equally simple. 1, record 11, English, - waistline%20casing

1, record 11, French, - taille%20couliss%C3%A9e
