Le plan de référence désigne l'étude préalable d’ensemble des projets d’aménagement susceptibles d’être engagés à court et à moyen terme(environ cinq ans) dans une ville. Il peut être assimilé à un document d’urbanisme dont l'objet serait d’amener les collectivités locales à préciser et à programmer leurs projets d’intervention, à en mesurer les effets sur le développement de la ville et les finances communales, à établir des priorités et à agir en coordinateur des actions publiques d’aménagement. Le plan de référence constitue une pratique administrative sans contenu juridique : il n’ est pas opposable aux tiers et n’ engage pas la collectivité locale comme pourrait le faire un S. D. A. U. C'est un document d’intention dont la fonction est de fournir une base aux négociations qui seront entreprises pour obtenir le concours de l'État dans chaque opération. Le plan de référence désigne l'étude préalable d’ensemble des projets d’aménagement susceptibles d’être engagés à court et à moyen terme(environ cinq ans) dans une ville. Il peut être assimilé à un document d’urbanisme dont l'objet serait d’amener les collectivités locales à préciser et à programmer leurs projets d’intervention, à en mesurer les effets sur le développement de la ville et les finances communales, à établir des priorités et à agir en coordinateur des actions publiques d’aménagement. Le plan de référence constitue une pratique administrative sans contenu juridique : il n’ est pas opposable aux tiers et n’ engage pas la collectivité locale comme pourrait le faire un S. D. A. U. C'est un document d’intention dont la fonction est de fournir une base aux négociations qui seront entreprises pour obtenir le concours de l'État dans chaque opération. During the past several decades the coastal States of the world have been extending seaward their claims to jurisdiction over what has traditionally been recognized as the free seas. Claims have been both geographical, applied to specific maritime areas enclosed by boundaries, and functional, pertaining to certain competences such as control over fishing or drilling for hydrocarbons on the continental shelf. The net effect of these claims has been the gradual partitioning of nearly one-third of the global ocean into various types of maritime zones. L'extension des limites de la juridiction des États riverains dans les zones marines adjacentes est, de toute évidence, la principale caractéristique de l'évolution du droit de la mer depuis la fin du deuxième conflit mondial. La Conférence de Genève de 1958 consacre, à travers les conventions qu'elle a adoptées, cette évolution : création de la zone contigue, conditions moins strictes pour le tracé des lignes de base droites, et surtout reconnaissance de droits souverains à l'État riverain sur les ressources de son plateau continental. [...] La Conférence de Genève de 1958, contrairement à ce qu'on aurait pu penser, loin de stabiliser le mouvement exclusiviste, le stimulera en provoquant l'exaspération de certains États, l'arrivée en masse sur la scène internationale de nouveaux États ne faisant qu'accentuer ce mouvement; la preuve en est que la décennie 60 sera le témoin d’une multitude de déclarations unilatérales par lesquelles des États riverains étendront leur juridiction.
