Règle générale, le Budget des dépenses principal est déposé au Parlement au plus tard le 1er mars et est renvoyé aux comités parlementaires. Les comités pertinents étudient le Budget et présentent leur rapport au plus tard le 30 mai. Le Parlement approuve ensuite la totalité des crédits, aux alentours du 30 juin. Afin que l’appareil gouvernemental puisse continuer de fonctionner jusqu’à la fin de juin, le gouvernement dépose un projet de loi de crédits provisoires à la fin de mars, lequel est habituellement approuvé vers le 1er avril. En général, ce projet de loi permet de libérer au moins les 3/12e de chacun des crédits compris dans le Budget des dépenses principal et, pour les crédits dont on a surtout besoin au début de l’exercice, des fractions (douzièmes) supplémentaires. Ces fractions additionnelles peuvent être nécessaires, par exemple, dans le cas d’un programme d’emploi d’été, où il faut effectuer les dépenses entre les mois d’avril et de septembre.
