In August 1997, in Lima, Peru, the International Centre for Human Rights and Democratic Development co-hosted a democratic development forum, "Constructing a Culture of Peace in Peru". The forum focused on the legacy of violence in society and its impact on women in political decision making; the impact of neo-liberal economic policies for indigenous peoples' identity and land rights; access to justice and models of citizen-government cooperation in community-based security services.

En août 1997, à Lima, au Pérou, le Centre international des droits de la personne et du développement démocratique a organisé un forum sur le développement démocratique, «Édifier une culture de la paix au Pérou». Les participants se sont penchés sur l'héritage du terrorisme et son impact sur les femmes dans les instances décisionnelles, l'impact des politiques économiques néolibérales sur l'identité des peuples et leurs territoires, l'accès à la justice, les différents modèles de collaboration entre les citoyens et le gouvernement dans les services de sécurité communautaires.
