They connect the outermost points of islands and coastal headlands if a coast is deeply fjorded or bordered by a fringe of islands and if enclosed waters have historically had great economic importance to adjacent communities.

In certain geographical circumstances it is permissible to draw straight lines across the sea on a map, form headland to headland, or from island to island, and to measure the territorial sea from those straight lines. Art. 4 of the Geneva Convention [on the territorial sea] provides: "1. In localities where the coastline is deeply indented and cut into, or if there is a fringe of islands along the coast in its immediate vicinity, the method of straight baselines joining appropriate points may be employed in drawing the baseline from which the breadth of the territorial sea is measured.

Three methods have been contemplated to effect the application of the low-water mark rule. The simplest would appear to be the method of the tracé parallèle which consists of drawing the outer limit of the belt of territorial waters by following the coast in all its sinuosities. This method may be applied without difficulty to an ordinary coast, which is not too broken.
