L'interaction d’un acheteur et d’un vendeur est donc présupposée.

On trouve [...] l’offset, qui veut que pour un produit polluant donné, les nouvelles sources d’émission ou les sources qui en sont démunies ne peuvent se procurer des permis qu’auprès des sources existantes. Le système de la bulle permet de regrouper les émissions des différents produits d’une même source et autorise donc les compensations intra-source entre polluants. La solution dite du réseau («netting») est voisine de la précédente en ce sens qu’elle autorise également des compensations mais sans obligation de localisation. Enfin, le «banking» permet d’épargner des permis non utilisés pour une utilisation future, ce qui est interdit dans les autres systèmes.
