The ICBL was launched in October 1992 by a group of six non-governmental organizations: Handicap International, Human Rights Watch, Medico International, Mines Advisory Group, Physicians for Human Rights and Vietnam Veterans of America Foundation. These founding organizations witnessed the horrendous effect of mines on the communities they were working with in Africa, Asia, the Middle East and Latin America and saw how mines hampered and even prevented their development efforts in these countries. The International Campaign to Ban Landmines (ICBL) is a global network in over 70 countries that works for a world free of antipersonnel landmines and cluster munitions, where landmine and cluster munition survivors can lead fulfilling lives. The Campaign was awarded the Nobel Peace Prize in recognition of its efforts to bring about the 1997 Mine Ban Treaty. Since then, we have been advocating for the words of the treaty to become a reality, demonstrating on a daily basis that civil society has the power to change the world. As a member of the Cluster Munition Coalition, the ICBL is engaged in the global effort to ban cluster munitions and to address their humanitarian impact. In December 2006, the ICBL decided to engage extensively in the global effort to prohibit cluster munitions. This marked the first time that the ICBL had become significantly engaged on an issue other than antipersonnel mines. The main reasons for the ICBL's decision were that cluster munitions inevitably end up leaving behind large numbers of unexploded 'duds' which behave essentially like antipersonnel mines; that many ICBL members had been already working extensively on cluster munitions; and that international efforts to achieve a global ban on cluster munitions were at a crucial point, a point where the ICBL could have a meaningful impact. 1, record 5, English, - International%20Campaign%20to%20Ban%20Landmines

En tant que réseau, nous jouons essentiellement un rôle de surveillance et de plaidoyer : nous élevons les voix de la société civile afin que nos préoccupations soient entendues par les décideurs/preneurs de décision. Au travers du rapport annuel de l'Observatoire des mines, nous contrôlons et évaluons la réponse apportée par la communauté internationale au problème global des mines et des restes explosifs de guerre. Nous plaidons pour : L'adhésion universelle au Traité d’interdiction des mines et à la Convention sur les armes à sous-munitions; La mise en œuvre complète et le monitoring de ces deux traités; Le financement adéquat du déminage humanitaire et des programmes de sensibilisation aux risques, ainsi qu'une efficacité accrue dans ces domaines; L'assistance aux survivants, à leurs familles et leurs communautés et ce, de manière significative et durable. Nos activités : Nous participons et contribuons de manière experte aux mécanismes du Traité tels que les Réunions des États parties et les Réunions intersessionnelles des Comités Permanents. Nous nous prononçons contre et condamnons l'utilisation des mines et des armes à sous-munitions et appelons les États non parties à adhérer aux traités. Afin de garder les problématiques des mines et des armes à sous-munitions au plus haut à l'agenda des gouvernements, nous entreprenons des actions auprès des médias, du grand public et entretenons des contacts directs avec les gouvernements. La Commission du Développement Durable(CDD) a été créée en décembre 1992 pour assurer un suivi efficace de la Conférence de Nations Unies sur l'environnement et le développement(UNCED), contrôler et faire le suivi de la mise en œuvre des accords du Sommet de la Terre tant au niveau local, national, régional qu'international. La CDD est une commission technique du Conseil Économique et Social(ECOSOC) qui comprend 54 membres. Il a été reconnu qu'un examen quinquennal des avancées concernant le Sommet de la Terre aurait lieu en 1997 lors de l'Assemblée Générale des Nations Unies réunie session extraordinaire. En juin 1997, l'Assemblée Général des Nations Unies a adopté un programme de mise en œuvre de l'Agenda 21 dont le suivi sera effectué par la CDD ainsi que le plan de travail de la Commission pour 1998-2002. Canadian Accident Injury Reporting and Evaluation (CAIRE) Database. CAIRE was initiated by the former Product Safety Branch of Consumer and Corporate Affairs in January of 1982. The objective was to provide a database of information on accidental injuries involving consumer products. Collection and tabulation of data on injuries related to consumer products was contracted out quarterly to the Hospital Medical Records Institute (HMRI) who eventually merged to form the Canadian Institute of Health Information (CIHI). Between 1986 and 1992, four to six hospitals participated annually. Data were coded using ICD-9, as well as both External cause and Nature of Injury (E and N- codes). The WAF has been developed by signatories to the London Convention, 1972, including Canada. It has two main features. First, it places new emphasis on progressively reducing the need to use oceans for waste disposal. The international capital-adequacy standards adopted in 1988 by the Bank of International Settlements (BIS) in Geneva to make banks safer have had the opposite effect ... The objective of the BIS capital guidelines was to level the playing field among international banks. All banks were required to have minimum capital equal to at least 8% of risk-weighted assets by the end of 1992. Of the 8%, at least 4% has to be in core, or Tier I, capital. Les normes prudentielles internationales en matière de fonds propres adoptées en 1988 par la Banque des règlements internationaux(BRI) pour renforcer la sécurité des établissements de crédit ont eu l'effet inverse de celui recherché. L'objectif des directives sur les fonds propres de la BRI était d’égaliser les conditions de concurrence entre les banques de stature internationale. Tous les établissements étaient tenus de constituer, d’ici la fin de l'année 1992, un montant de fonds propres minimum correspondant à au moins 8 % des actifs pondérés par les risques qu'ils impliquent. Sur ces 8 %, 4 % au moins doivent consister en fonds propres au sens strict, qualifiés de noyau dur(ou de première catégorie). In New Brunswick and in British Columbia the federal government is funding the Self-Sufficiency Project, a controlled experiment designed to determine the effectiveness of an earnings supplement for single-parent social assistance recipients who take jobs and agree to leave social assistance. The intervention being tested is a limited temporary supplementation of participants' earned incomes for a three year period in order to support the transition from welfare to work. This project is being managed by the Social Research and Demonstration Corporation. Au Nouveau-Brunswick et en Colombie-Britannique le gouvernement fédéral subventionne le Projet d’autosuffisance, une expérience contrôlée ayant comme objectif l'évaluation de l'efficacité d’un supplément au revenu de travail pour les bénéficiaires de l'aide sociale monoparentaux qui assument un emploi et qui acceptent de se retirer des programmes d’aide sociale. La situation qui fait ici l'objet d’un examen consiste en un supplément temporaire aux salaires qui sont versés aux participants pendant une période limitée de trois ans, afin de les aider à effectuer la transition de l'aide sociale au marché du travail.
