The Harmonized Commodity Description and Coding System generally referred to as "Harmonized System" or simply "HS" is a multipurpose international product nomenclature developed by the World Customs Organization (WCO).

OBS

The system is used by more than 200 countries and economies as a basis for their customs tariffs and for the collection of international trade statistics. Over 98% of the merchandise in international trade is classified in terms of the HS.

At the Millennium Summit in September 2000 the largest gathering of world leaders in history adopted the UN Millennium Declaration, committing their nations to a new global partnership to reduce extreme poverty and setting out a series of time-bound targets, with a deadline of 2015, that have become known as the "Millennium Development Goals."

The eight "Millennium Development Goals" ("MDGs") – which range from halving extreme poverty rates to halting the spread of HIV/AIDS and providing universal primary education, all by the target date of 2015 – form a blueprint agreed to by all the world’s countries and all the world’s leading development institutions. They have galvanized unprecedented efforts to meet the needs of the world’s poorest. The UN is also working with governments, civil society and other partners to build on the momentum generated by the "MDGs" and carry on with an ambitious post-2015 development agenda.

The World Customs Organization, established in 1952 as the Customs Co-operation Council, is an independent intergovernmental body with world-wide membership whose mission is to enhance the effectiveness and efficiency of Customs administrations ... In 1994, the Council adopted the informal working name "World Customs Organization" (WCO) for the Customs Co-operation Council, in order to give a clearer indication of the nature and world-wide status of the Organization. The WCO has two official languages, English and French. However, Spanish is also used for Customs Valuation matters arising from the GATT/WTO Valuation Code. Spanish and Russian are used for the Customs Convention on Containers, 1972. Recently, Spanish was introduced as official language of the technical Committee of Rules of Origin.
