Occasionally, circumstances arise whereby an urgent expenditure becomes necessary at a time when Parliament is not in session, and there is no appropriation pursuant to which payment may be made. Section 23 of the Financial Administration Act, which permits the appropriation, is applicable whenever Parliament is dissolved or when it has been adjourned either for an unspecified period or until a date more than two weeks after the date of the order directing that the warrant be issued. A Governor General's Warrant is an appropriation for the fiscal year in which it is issued. The following conditions apply: 1. Since the beginning of our French colony, the habitants of New France created a rowdy tradition of getting together just before Lent to eat, drink and be merry. At this time, this intense period of revelry was already designated as the Carnival - a word of Italian origin meaning Mardi Gras. The custom of celebrating from the end of January until mid-February has long been popular. The first large winter Carnival in Québec City, the world's snow capital, took place in 1894. Often faced with winter's hardships, the city's population reinvented this popular tradition with a winter celebration that warmed up the hearts of all of it revellers. Interrupted by two wars, then the economic crisis of 1929, the Carnival was held sporadically until the second half of the century. In 1954, in the context of the economic development of the Old Capital, a group of business people relaunched the festivities. That year, Bonhomme was born and elected the event's representative. The first official edition of the Québec Winter Carnival took place in 1955. The Carnival snowballed into an undeniable manifestation for the entire Québec City population, and was an important vehicle for tourism and economical activity in the city. 1, record 37, English, - Qu%C3%A9bec%20Winter%20Carnival

1, record 37, French, - Carnaval%20de%20Qu%C3%A9bec

The most important city of the province of Quebec, but not its capital. It occupies all the Île de Montréal (or Montréal Island), the biggest island of the Hochelaga Archipelago, at the confluence of the St. Lawrence River and the Ottawa River. In 1535, Jacques Cartier visited the native village of Hochelaga on the slope of what he named "Mont Royal," but by 1608, year of the foundation of Québec, all the Iroquoians were gone. At the same location, Ville-Marie was founded as a missionary colony by Paul de Chomedey de Maisonneuve in 1642, though it was not until the conclusion of the "Grande Paix" (peace treaty) of 1701 that the colony stopped living in a permanent state of war. The establishment became the great centre of the fur trade and a starting point for expeditions by the coureurs de bois and voyageurs of the time. Trade from the port and agriculture on the surrounding plains contributed to the development of the city. By the 1820s, its population outnumbered that of the city of Québec. A dynamic merchant class began to invest and "St. James Street," now "la rue Saint-Jacques," became the country's financial centre. Around 1831, large-scale immigration enabled the population of British origin to be the majority in the city but, at the time of Confederation in 1867 and after, the francophones were again in the majority, gradually making the city the centre of the French culture in America. Erected as a municipality in 1832, the city underwent a steady growth with the addition of the territories of 35 towns over the years. If Toronto grabbed the title of "Business Capital" by the end of the 20th Century, Montréal remained the "Metropolis of Canada." In 1996, the metropolitan region grouped some 111 municipalities located on three of the islands of the Hochelaga Archipelago, Montréal Island, Jésus Island and Bizard Island, and, on the South Shore, the city of Longueuil and the seven others that were to be part of it on the 1 January 2002, the cities of Boucher ... 2, record 38, English, - Montr%C3%A9al

In the monolithic type pebble bed reactor, the dimension of the reactor core diameter becomes large, and nuclear control for a large-sized reactor having a large output scale is insufficient in a cooled state using only control elements (control rod, boron sphere) inserted into the reflector region. Furthermore, a reactor core control rod, which is forcibly inserted directly into the reactor core, is required in addition to the control elements inserted into the reflector region by gravity drop only. Moreover, cases have been reported that fuel spheres are broken if the control rod is inserted forcibly into the core because the pebble reactor core is full of fuel spheres accumulated inside the reactor core, which causes a serious drawback. 1, record 39, English, - pebble%20bed%20reactor%20core

The second variant posits a reduced role for government, and the preservation of an integrated Canadian market as a result of "negative integration". This means that the provinces or states would commit themselves to the free movement of goods, services, labour, and capital among themselves and to achieve this, their powers would be limited by mutual agreement. Antigenic shift occurs when major changes in genetic material have occurred. This usually occurs when cells are infected with two different strains of influenza virus at the same time. This co-infection is of concern when it involves viruses from different species (human, avian, swine, or equine). Because of the segmented RNA [ribonucleic acid] in the virus (8 genes) movement of genes from one virus to another are possible. This antigenic shift can then create a new hybrid virus which can become pathogenic to a different species. 1, record 68, English, - hybrid%20virus

3, record 68, Spanish, - virus%20h%C3%ADbrido

Usually, the phrase "public nuisance" describes a criminal or quasi-criminal offence which involves actual or potential interference with public convenience or welfare. A public nuisance must materially affect the reasonable comfort and convenience of life of a class of Her Majesty's subjects. It is not necessary to establish that every member of the public has been affected, as long as a substantial number is. ... One test is to ask whether the nuisance is "so widespread in its range or indiscriminate in its effect that it is not reasonable to expect one person to take proceedings on his own responsibility to put a stop to it, but that it should be taken on the responsibility to the community at large". 2, record 87, English, - public%20nuisance

The Period of PURPLE Crying® is the phrase used to describe the point in a baby’s life when they cry more than any other time. This period of increased crying is often described as colic, but there have been many misunderstandings about what “colic” really is. The Period of PURPLE Crying® is a new way to help parents understand this time in their baby’s life, which is a normal part of every infant’s development. It is confusing and concerning to be told your baby “has colic” because it sounds like it is an illness or a condition that is abnormal. When the baby is given colic medicine it reinforces the idea that there is something wrong with the baby when in fact the baby is going through a very normal developmental phase. That is why we prefer to refer to this time as the Period of PURPLE Crying®. No, it is not because the baby turns purple when he/she cries but provides a meaningful and memorable way to describe what parents and their babies are going through. The Period of PURPLE Crying® begins at about 2 weeks of age and continues until about 3-4 months. 2, record 89, English, - Period%20of%20PURPLE%20Crying%C2%AE

Behavioral activation therapy has its roots in psychotherapy theories such as cognitive therapy and cognitive-behavior therapy. Core principles of behavioral activation therapy include "structure and schedule activities that follow a plan, not a mood," "emphasize a problem-solving empirical approach, and recognize that all results are useful," and "emphasize activities that are naturally reinforcing." One of the purposes of behavioral activation therapy is to "activate" clients into changing behaviors and thinking patterns. 5, record 94, English, - behavioural%20activation%20therapy
