When a new issue is sold there can sometimes be a delay before actual delivery. During this time, some buyers who may have placed orders for the issue may decide for some reason to sell. This decision can occur if the issue is in demand to the extent that bids materialize above the issue price. If a premium develops or is anticipated, a type of buyer can appear that is known as a free rider.
