6, record 3, French, - attach%C3%A9%20militaire

The purpose of this Note is to explore the possibility of identifying a common framework for the reception of asylum-seekers in the context of individual asylum systems. These should be applicable globally, even given the inevitability of disparate approaches to asylum-seekers among countries and between regions. It is hoped that the discussion will also allow UNHCR [Office of the United Nations High Commissioner for Refugees] to finalize a set of guidelines on core reception standards, which would then be offered to States to work with or adapt to their particular circumstances, albeit in a manner which respects international human rights and refugee protection imperatives. A compilation of relevant international standards and best practices of States is attached to this note as basis for such guidelines. 2, record 8, English, - Reception%20of%20Asylum%2DSeekers%2C%20including%20Standards%20of%20Treatment%2C%20in%20the%20Context%20of%20Individual%20Asylum%20Systems

2, record 8, French, - Accueil%20des%20demandeurs%20d%26rsquo%3Basile%2C%20y%20compris%20les%20normes%20de%20traitement%20dans%20le%20contexte%20des%20diff%C3%A9rents%20syst%C3%A8mes%20d%26rsquo%3Basile

Financing of local government roads is intrinsically linked to fiscal decentralization. The financial situation of local governments with regards to their roads is not much different from that which plagues many main roads agencies in most developing countries, just worse. There is total dependence on central government transfers for maintenance funds and on donors for capital works. Current transfer mechanisms do not encourage local resource mobilization and cost-sharing. While the lack of local resource mobilization to stretch recurrent allocations is a cross-sectoral issue of fiscal decentralization, it is fair to say that the new generation road fund has opened up a window of opportunity for financing of both local government roads and community roads which was previously not there. 2, record 12, English, - local%20resource%20mobilization

1, record 14, French, - troisi%C3%A8me%20secr%C3%A9taire
