This expression has only been encountered in G. Dion's work DIRET. According to varied sources, it would seem that "agency shop" is always compulsory and there is no need for the redundant use of the word "compulsory". However, Dion's dictionary makes a point of translating the French word "obligatoire" and wishes to underline the idea of "legally compulsory". See also "agency shop".
