Foreign Intelligence Service ... (or SVR) is Russia's primary external intelligence agency. The SVR is the successor of First Chief Directorate (FCD) of the KGB since December 1991. The headquarters of SVR are still in Yasenevo, Moscow, just beyond the Moscow Automobile Ring Road. Unlike the FSB, the SVR is responsible for intelligence abroad. Au sein du pouvoir exécutif russe le SVR jouit du statut d’un service fédéral sous les ordres directs du président Dmitri Medvedev et non pas du chef du gouvernement Vladimir Poutine. Cette règle juridique et administrative a été établie par l'oukase n° 1185 du 07. 10. 1992 du président Boris Eltsine. Le SVR est un élément constitutif des forces de sécurité dont la mission est de protéger les citoyens, la société de l'État russe contre les dangers extérieurs, en utilisant les moyens et les méthodes spécifiques d’espionnage. Les dirigeants du SVR sont personnellement responsables devant le président de la véracité et de l'objectivité des informations fournies.
