The process involves conducting a Preliminary Environmental Assessment (PEA) based on available information to provide recommendations early in the review of a proposal. A PEA may be conducted either by the Ministry or by the proponent. The assessment includes an analysis of what is known about a proposal and the identification of what further information is needed. Ce présent document, «Une évaluation des problèmes opérationnels », est le premier des deux principaux documents à produire de l'étape de la vision du processus de conception et de planification stratégiques de l'Initiative de transformation du Programme de gestion de l'information(GI) du gouvernement du Canada. Il répond à la question suivante :«Quels sont les problèmes actuels associés à la GI? »De nombreux documents de référence faisant autorité(se reporter à l'Annexe D : Documents de référence) traitent des problèmes sérieux liés à la GI au sein de l'administration fédérale. La présente évaluation récapitule les résultats des travaux concertés qui ont été menés dans le but d’examiner ces sources, de regrouper l'information, de confirmer et d’examiner plus à fond ces problèmes et d’autres problèmes connus, d’en déceler d’autres et de les analyser afin d’en connaître les causes fondamentales. Elle fournit les raisons justifiant la conception et la planification d’un programme de GI transformé. During the past several decades the coastal States of the world have been extending seaward their claims to jurisdiction over what has traditionally been recognized as the free seas. Claims have been both geographical, applied to specific maritime areas enclosed by boundaries, and functional, pertaining to certain competences such as control over fishing or drilling for hydrocarbons on the continental shelf.
