From May 1965 to October 1966.

OBS

Civil war erupted in the Dominican Republic in 1965, and to protect American civilians the United States landed 12,000 troops. These were joined by 1,700 soldiers from six Latin American countries, under the auspices of the Organization of American States (OAS), and together they formed the Inter-American Peace Force. At the urging of the UN Security Council, the Secretary General sent a representative, José Mayobne of Venzuela, to the Dominican Republic to report on the matter. He was accompanied by three observers, one of which was Canadian.

When the troops from the Soviet Union left Afghanistan in 1989, the nine-year war ended, but fighting among factions continued. Also, there continued to be a refugee problem after the mandate of UNGOMAP lapsed in 1990. To keep the UN informed about the situation in Afghanistan and neighbouring Pakistan, a Special Representative of the UN Secretary General was sent to the region. OSGAP was formed to provide this official with a team of military advisors. Canada contributed one of the ten advisors.

Pour tenir l'ONU au courant de la situation en Afghanistan et dans le Pakistan voisin, un représentant spécial du Secrétaire général de l'ONU a été dépêché dans la région. Le Bureau du Secrétaire général en Afghanistan et au Pakistan a été institué pour assurer à ce représentant les services d’une équipe de conseillers militaires. Un de ces dix conseillers était un canadien.

Late in 1995, the International Development Research Centre (IDRC), the International Institute for Sustainable Development (IISD), and the North-South Institute (NSI) asked Maurice Strong Secretary General of the 1992 United Nations Conference on Environment and Development and now the Executive Coordinator for Reform in the Office of the UN Secretary General, to bring together a small group of eminent Canadians from the academic, business, and nongovernmental sectors in order to reflect on Canada's role and position in the world of the 21st century and, more specifically, to consider Canadian strengths and capabilities with regard to the global development challenges ahead. In November 1996, the International Development Research and Policy Task Force released its report, "Connecting with the World: Priorities for Canadian Internationalism in the 21st Century."

All unplanned long-distance costs are borne by the subscriber, and the basic fixed charge is the equivalent of around FF70 per month. However, in addition to the automatic "scheduling agent," the user can make use of services which filter calls in various ways. For example, one can decide to only let through calls from people who have a predetermined code, or find out who the caller is before answering. Bell is reluctant to portray the new service as heralding the lifetime individual phone number. "People already have enough numbers to deal with,": says Jacques Houpert. "Surveys have shown that in most user's eyes, the idea of a lifetime number smacks too much of regimentation and compulsory ID cards. It's seen as like being tattooed." (Approach, Paris Airports, June 1994, p. 16).
