The Voluntary Fund for Technical Cooperation in the Field of Human Rights was established in 1987 by the Secretary General. It is funded from voluntary contributions and provides technical cooperation to countries upon Government's request. Projects are implemented within the framework of the Technical Cooperation Programme, administered by the Office of the United Nations High Commission for Human Rights. A Board of Trustees was created in 1993 to assist in fund-raising and to provide expert advice and support for the Voluntary Fund. Les Fonds de contributions volontaires des Nations Unies pour la coopération technique dans le domaine des droits de l'homme a été créé en 1987 par le Secrétaire général.
