The Comité de législation is one of the standing ministerial committees of the Cabinet. Under its enabling order, the Committee is mandated to prepare, on behalf of the Conseil exécutif, opinions on the legislative or regulatory implications of the memorendums and other documents that it receives from the Conseil exécutif, the Secretary General of the Conseil exécutif, or the Chair of the Comité de législation. Once a decision has been made by the Conseil exécutif, the Committee is also mandated to ensure the legislative and legal consistency of the ensuing bill and the amendments that will be made when this bill is presented in the National Assembly. The Drainage Referee hears appeals on the legal aspects of a drainage work as well as appeals from a decision of the Tribunal. To appeal to the Referee a written notice must be served upon the Council of the initiating municipality. The clerk records the appeal and forwards it to the Clerk of the Court of the Referee. L'arbitre du drainage entend les appels concernant les aspects juridiques des travaux de drainage ainsi que les appels formés contre une décision rendue par la Commission de drainage.
