The impact approach ... elaborates a hierarchy of objectives and tries to establish the impact of a project on the development goals of a country. It is basically a tracer study of the benefits to link logically the immediate objective of a project (target) to the intermediate (sector objective) and to the final development goals. The method not only determines the contribution of the project to the development goals, but also specifies under what conditions and how the project contributes to the development goal.

[Étude qui] consiste à établir une hiérarchie d'objectifs et à tenter de déterminer l'incidence d'un projet sur la réalisation des objectifs et à tenter de déterminer l'incidence d'un projet sur la réalisation des objectifs de développement du pays. Ce type d'étude consiste, pour l'essentiel, à retracer le cheminement des avantages afin de lier logiquement l'objectif immédiat d'un projet (cible) aux niveaux intermédiaires (objectifs sectoriels) et ultimes du développement (buts). La méthode permet non seulement de déterminer la contribution du projet aux buts du développement, mais également de préciser dans quelles conditions, comment, s'effectue cette contribution.
