The gist of the idea of the then Minister of Finance (...) was that the really important part of the Statement of Assets and Liabilities of Canada was the liabilities and that the assets should be arranged in two groups - those "active" items such as cash, readily convertible items and revenue-producing assets in one, and the capital and non-active items, in the other.
