Certains pays comme les USA et le Japon abolissent progressivement les préférences tarifaires accordées à des pays en développement à mesure que leur capacité de fabrication et d'exportation s'accroît et que leurs produits deviennent davantage concurrentiels sur les marchés mondiaux et assujettissent graduellement ces produits aux taux de douane NPF. On peut traduire "graduate a country from the GPT" par retirer progressivement le TPG à un pays et "graduate a country to MFN rates of duty" par assujettir progressivement un pays aux taux de douane NPF.

OBS

On dira "retirer progressivement quelque chose" et "assujettir progressivement à quelque chose".
