Asphaltic cement: a binder with cementing properties and suitable as material for asphalt surfacing. It may consist of asphaltic bitumen or a mixture of asphaltic bitumen and flux oils.

OBS

In Great Britain and continental Europe the geological terms bitumen and asphaltic bitumen are employed only with reference to the black or brown petroleum-like substances that are called asphalts in the United States.
