A means to solidly protect or hold in place a primary closure namely, a metal, viscose or cellulose band.

OBS

There is no precise equivalent that could be found for the translation of "capsule de surbouchage" or "cape de surbouchage". However, besides "secondary closure", the English terms "cap", "capsule" (Great Britain), or "closure" used singly or together with qualifiers (e.g. polyethylene closure, tinned lead capsule, etc.) are most often employed when referring to this concept.
