Le Centre d'action bénévole Accès existe officiellement comme organisme communautaire depuis novembre 1983. Il est né de la volonté des résidents d'Aylmer de se doter d'un service qui fournirait aux gens dans le besoin une aide confidentielle, compétente et compatissante afin qu'ils puissent rejoindre les groupes les mieux qualifiés pour leur venir en aide. Cette première orientation s'est dessinée suite à des rencontres populaires ainsi que la formation d'un comité provisoire qui a œuvré de 1982 à 1983 à la mise sur pied d'un premier conseil d'administration.
