The Electronic Work Environment Management Board was established in July 1994 to provide guidance and direction with respect to office automation domains in the Government of Canada. Document and records management was determined to be a key operational priority of the Board. Le Conseil de gestion du milieu de travail électronique a été créé en juillet 1994 pour offrir conseils et orientations relativement à l'automatisation des activités de l'État. Le Conseil a déterminé que, à ce chapitre, la gestion des documents et dossiers était prioritaire.
