When groups are in the process of formation ... one of the best indicators of their stability is the degree of consensus among members on the correctness of their norms and the degree to which the latitude of acceptance is binding without direct social pressure or threat of sanctions.

OBS

Same as consent, i.e. of all, but often used misleadingly as a short form of "general or broad consensus" i.e. of the majority.
