Une expropriation se déroule en quatre étapes : - une enquête préalable à la déclaration d'utilité publique, - une enquête parcellaire aboutissant à un arrêté de cessibilité; cette enquête a lieu soit en même temps, soit après l'enquête d'utilité publique, - le transfert de propriété, soit par acquisition amiable, soit par ordonnance du juge d'expropriation, - la fixation des indemnités. L'enquête parcellaire permet de déterminer avec précision : - les parcelles à exproprier, - leurs véritables propriétaires.
