The process involves conducting a Preliminary Environmental Assessment (PEA) based on available information to provide recommendations early in the review of a proposal. A PEA may be conducted either by the Ministry or by the proponent. The assessment includes an analysis of what is known about a proposal and the identification of what further information is needed. A PEA provides the Ministry with the basis for determining whether to consider a proposal further, and if so, the appropriate process for doing so. Le processus comporte la réalisation d'une évaluation environnementale préliminaire basée sur les renseignements existants en vue de la formulation de recommandations au début de l'examen d'un projet. L'évaluation environnementale préliminaire peut être réalisée par le ministère ou par le promoteur. L'évaluation comporte l'analyse des données existantes au sujet du projet et la détermination des renseignements supplémentaires nécessaires.
