Les services du Contrôleur de la Monnaie cherchent en effet à établir des règles ouvrant plus facilement aux banques la possibilité de réduire la valeur d'une partie de leurs prêts tout en continuant à percevoir des intérêts sur le tout en continuant à percevoir des intérêts sur le reste de ces prêts à titre de revenus. Cette pratique, connue sous le terme de «loan-splitting» (fractionnement du prêt) permettrait à certaines banques de réduire le volume des créances déclarées comme irrécouvrables et de redresser par le fait même leurs bénéfices.
