À l'opposé, lorsqu'un ministère transfère des fonds de l'enveloppe de F et E à celle des salaires, le CT coupe les fonds de 20 %. Il s'agit d'une mesure incitative pour amener les ministères à gérer de façon serrée leurs budgets salariaux.
