The Heads of State and Government of NATO, at their Summit in Madrid in July 1997, emphasized their commitment to "enhancing" the "Mediterranean dialogue." They decided, for that purpose, to formally establish the "Mediterranean Cooperation Group," a committee under the authority of NATO.
