Since 1955 all Chinese citizens have had to maintain a household registration booklet (hukou). This was done in order to avoid "over-urbanization" through migration. The hukou identifies the place of registration, and the status of the hukou holder as either "agricultural" or "non-agricultural". Au-delà des besoins de l'état civil, ce livret sert essentiellement à attacher les individus à leur lieu de naissance ou lieu de résidence. Ainsi, une personne dont le hukou est en province ne pourra trouver un travail officiel dans une grande ville, notamment à Pékin, à moins d'être extrêmement diplômé ou qualifié pour être recruté officiellement par une entreprise de la capitale.
