The Field Engineer. He and his staff are responsible for all the field inspection and inspection of materials and permanent equipment delivered to the job. He is responsible for determining the quantities of work done for payment purposes unless this work is required to be performed by the contractor, in which case, he checks their quantities. Again, he is responsible for all surveys unless the contract places this responsibility with the contractor.
