Access to venture capital is especially difficult for small businesses outside major financial centres. A new Canada Community Investment Plan will help communities bring together local sources of venture capital with firms looking for small amounts of equity. The federal government will launch a national competition for innovative community investment services in the fall of 1995 and will make investment development training and tools available to interested communities.

One of Canadian Partnership Branch's main funding windows is its Non-governmental Organization (NGO) Division. Support to Cuba by the NGO Division was initially focused through the Canada-Cuba Inter-Agency Project (CCIP) led by OXFAM Canada. This project has strenghtened cooperation between Canadian and Cuban NGOs and led to the Development of a "Statement of Principles" for Canadian and Cuban NGO collaboration on projects in Cuba. The CCIP has grown to include 15 Canadian NGOs and 20 Cuban NGOs.

L'un des principaux canaux de financement de la Direction générale du partenariat canadien est la Direction des organisations non gouvernementales (ONG). Au départ, l'aide de cette Direction s'inscrivait au titre du Projet interorganismes Canada-Cuba (PICC), piloté par OXFAM Canada.
