It is difficult to separate social and environmental effects for in many situations environmental changes will have a social impact. Initiating departments should therefore consult with experts in the social field to identify areas of potential social impact. Once identified, these elements could be added to the Level 2 Matrix, creating a comprehensive screening format. Il est difficile de dissocier les répercussions sociales des répercussions environnementales étant donné que dans bien des cas des modifications apportées à l'environnement entraînent des conséquences d'ordre social. Les ministères responsables devraient donc consulter des experts en matières sociales afin d'identifier les secteurs possibles d'impact social. Une fois identifiés, tous ces éléments devraient être figurés au tableau synoptique Phase 2 donnant ainsi un profil d'évaluation complet.
