The Municipal Board, upon the application of not less than seventy-five inhabitants of a locality having a population of not less than 2,000, may incorporate the inhabitants of the locality or a larger or smaller locality as a town.

(3) A municipal corporation may continue to use a French version of its name adopted before the coming into force of the subsection though the French version of the name does not conform to subsection (2).
