Subsequent to the Montebello session in March 1999, the Architectural and Engineering Working Group made the following recommendations to address horizontal architectural and engineering issues: 1. Implement horizontal management practices, work instruments and information holdings for Project Management, Configuration Management, Service Management and Architectural standards 2. Rationalize test labs 3. Implement a horizontal Architectural and Engineering process 4. Implement Centres of Expertise 5. Implement an Architectural and Engineering Governance structure.

À la suite de la séance de réflexion tenue à Montebello en mars 1999, le Groupe de travail sur l'architecture et l'application technique a formulé les recommandations suivantes afin de régler les questions horizontales touchant l'architecture et l'application technique : 1. Instaurer des pratiques de gestion horizontale, des outils de travail et des fonds de renseignements pour la gestion de projets, la gestion de la configuration, la gestion des services et les normes architecturales; 2. Rationaliser les laboratoires d'essais; 3. Établir un processus horizontal en ce qui a trait à l'architecture et à l'application technique; 4. Créer des centres d'expertise; 5. Mettre en place une structure pour la régie architecturale et technique.
