Organisme à but non lucratif, le Conseil National des Jeux de la Francophonie (CNJF), constitué par les autorités compétentes du pays hôte, a pour mission de réaliser les Jeux de la Francophonie conformément aux règles édictées par le Comité International des Jeux de la Francophonie (CIJF) en organisant notamment : l'accueil et l'hébergement; le transport local; le centre de presse; les manifestations; y compris les cérémonies d'ouverture et de clôture; le service médical; la sécurité; les assurances; la promotion sur son territoire national; l'accréditation. La Conférence des Ministres de la Jeunesse et des Sports des pays ayant le français en partage de février 1999 a décidé d'attribuer l'organisation des Vèmes Jeux de la Francophonie à la République du Niger.
