The office of Chairman of the District Council is a neutral office, and the office-holder is expected to behave impartially and protect the rights of Councillors to participate in debate. If the position was not non-political, then the Council would appoint on political grounds and this would reinforce the position of the controlling or dominant political group to the disadvantage of other groups.
