Dans la pratique, les termes de déchets et d'effluents désignent des réalités très différentes selon l'étape à laquelle ils se réfèrent. Prenons l'exemple simple d'un appareil à la surface duquel, lors de son utilisation, des radionucléides se déposent, le rendant actif. Lorsque, par usure ou pour toute autre raison, il n'est plus utilisable, il devient un déchet radioactif de l'opération en question. Admettons qu'un traitement - un lavage par exemple - le débarrasse des radionucléides et le désactive, il pourra être mis au rebut, comme un déchet non actif. L'eau du lavage, qui charrie les radionucléides dont elle a débarrassé l'appareil devient, à son tour, le déchet «secondaire», de l'opération initiale, déchet liquide que, pour compliquer les choses, les techniciens appellent souvent «effluent». Cette eau, redevenue pratiquement inactive après épuration, pourra être soit recyclée, soit rejetée dans l'environnement, dans ce dernier cas elle constitue véritablement un effluent.
