Pour permettre le développement optimal et durable du bassin du fleuve Sénégal, la République du Mali, la République Islamique de Mauritanie et la République du Sénégal, tous pays riverains du fleuve Sénégal ont décidé de mettre en synergie leurs moyens dans la mise en valeur et l'exploitation coordonnées des ressources du bassin du fleuve Sénégal.
