Il s'agit d'un des domaines de responsabilité de la Division de la consultation et de la participation publique, au sein de la Direction générale des communications du SCC [Service correctionnel du Canada]. L'objectif de la Division, dans ce domaine est le suivant : «Sensibiliser la population et susciter sa sympathie quant au rôle du SCC dans le système canadien de justice pénale.» Sa priorité, dans le même domaine, est «d'aider la population à comprendre les politiques, les programmes et les responsabilités du SCC ainsi que les contraintes auxquelles il est soumis.» Il ne s'agit donc pas de «développement communautaire», comme on pourrait le croire de prime abord.
