Dans le Budget de 1995, le gouvernement avait annoncé des réductions de 15 p. 100 de la subvention au cours des deux campagnes laitières suivantes, soit en 1995-1996 et en 1996-1997. À la suite de discussions avec toutes les parties intéressées pendant l'année qui vient de s'écouler, le gouvernement éliminera progressivement la subvention laitière en étapes égales, sur cinq ans, à compter du 1er août 1997. Il travaillera de concert avec tous les segments de l'industrie pour établir une politique à long terme concernant le secteur laitier, qu'il prévoit mettre en vigueur le 1er août 1996.
