A true waterspout forms over the water and is not accompanied by a strong storm. If a severe storm with a tornado happens to pass over a stretch of water, the tornado is sometimes called a tornadic waterspout and would be just as dangerous as if it were over land. The difference is entirely in the weather we see with the waterspout.

Tornadic waterspouts are relatively rare and are the most intense form of waterspouts.

Fair weather waterspouts are usually weaker, move slowly, and may not be associated with a thunderstorm. Tornadic waterspouts form within developing thunderstorms, or severe thunderstorms, and move much faster while being more intense.

The most common type of waterspout is a fairweather waterspout, which arises over warm seas, e.g. near Florida. It lasts for only a few minutes. These waterspouts are generally of F0 intensity, with winds of no more than 30 m/s. They typically occur during the developing stage of an airmass thunderstorm, below the main updraft. These thunderstorms are found in weakly sheared environments, so the spin-up must result mainly from vortex stretching and less from vortex tilting.

Fair weather waterspouts only form over water. ... The fair weather waterspouts are much more regular than tornadic waterspouts.

The landspout is a weak tornado type seen under small storms or large, growing cumulus clouds. It is like a cold-air funnel that has touched down, and can cause brief, minor damage. Landspouts occur in most parts of Canada. They don't always have a full condensation funnel and are sometimes only made visible by the dust they stir up.

OBS

landspout ... is generally weaker than a supercell tornado and is not associated with a wall cloud or mesocyclone. It may be observed beneath cumulonimbus or towering cumulus clouds and is the land equivalent of a waterspout.
