One of the "Priorities for Action" of the Intergovernmental Forum on Chemical Safety (IFCS), as agreed in 1994, is that comprehensive guidelines for chemical legislation and enforcement should be elaborated as soon as possible, taking into account, inter alia, the principles of the 1990 ILO Chemicals Convention (No. 170).
