A majority vote: a majority of the votes cast, ignoring blanks, is sufficient for the adoption of any motion that is in order. In other words, what matters in determining a majority vote of a quorum is the number of votes cast in favor versus those cast opposed, not the number of votes in favor versus the number of members present.
